Urgent: Support ARCP Letter on IRS Income Verification Access


I’m writing to respectfully ask for your support in signing onto the Patient Access & Income Verification Alliance letter to Congress urging access to the IRS Income Verification System (IVS) for healthcare providers.


The Patient Access & Income Verification Alliance, launched by the Association of Revenue Cycle Professionals (ARCP), is a growing coalition of providers and stakeholders focused on advancing solutions like IVS access—recognizing this issue impacts all of us: patients, providers, and taxpayers alike


This is a commonsense, targeted reform that delivers real impact where it matters most—patients, providers, and taxpayers.


First and foremost, it helps patients.

Today, patients seeking financial assistance are often required to navigate complex paperwork and provide sensitive financial documents during already stressful medical situations. Granting secure, limited access to IVS would streamline this process—allowing hospitals to verify eligibility quickly and accurately. The result is faster access to care, reduced administrative burden on patients, and a more compassionate, patient-centered system.


Second, it saves hospitals.

Hospitals spend billions annually attempting to verify income and administer financial assistance programs—often through inefficient, manual processes. IVS access would dramatically reduce administrative costs, eliminate redundancies, and allow providers to focus resources on patient care instead of paperwork. This is especially critical for hospitals operating on thin margins, particularly in rural and underserved communities.


Finally, it saves taxpayers.

A more efficient verification system reduces improper payments, minimizes waste, and ensures that financial assistance is directed to those who truly qualify. In addition, it strengthens the integrity of programs like Medicare bad debt reimbursement—creating meaningful savings for the federal government while improving program oversight.


In short, this is a rare policy solution that improves access, reduces costs, and enhances accountability—all without creating new bureaucracy.
