Trump Admin pulls Medicaid funding in MN


Yesterday, the Trump administration announced it is withholding $259 million in federal Medicaid matching funds from Minnesota pending corrective action related to alleged program integrity deficiencies. The Department of Health and Human Services previously notified the state that approximately $515 million in quarterly federal matching funds could be withheld until compliance concerns are resolved. Minnesota has appealed the determination and signaled potential legal action.


According to CMS, a recent review identified approximately $243.8 million in potentially fraudulent claims and $15.4 million in claims involving individuals without satisfactory immigration status. While providers have already been paid by the state, the federal government is now withholding reimbursement to the state for that quarter.


The administration has indicated that similar enforcement actions could be taken in other states as part of a broader fraud crackdown. CMS also announced a six-month pause on new Medicare enrollment for durable medical equipment suppliers, citing over $1.5 billion in suspected fraudulent billing halted last year.


For providers and revenue cycle professionals, this development is significant. It signals a more aggressive federal posture that moves beyond audits and corrective plans toward the use of funding leverage. If expanded, this approach could increase documentation requirements, heighten eligibility scrutiny, and create cash flow volatility in Medicaid-heavy markets.
