ARCP Action Alert: Opposing S. 2497 - "Fair Billing Act"

ARCP has submitted a letter to Congress opposing S. 2497, the “Fair Billing Act.”
While well-intentioned, the bill would impose new billing identifiers and recurring attestations that add significant administrative burden without improving patient care. These requirements would increase costs, slow reimbursement, and pull resources away from patients.
For many providers—especially rural and safety-net hospitals—this could limit access to care by making it harder to sustain critical outpatient services. More audits and reporting also mean greater operational strain, with real downstream impacts on patients.
Bottom line: when providers are burdened, patients feel it.
ARCP supports transparency, but not at the expense of access and care delivery. We will continue advocating for smarter, more targeted solutions.
